Ellinger & Carr was established in 2008

after the two founding partners’ tenure as partners in the largest law firm in the Southeast, based in Columbia, South Carolina, with offices in Charlotte, Greensboro, and Raleigh, North Carolina. Accordingly, the Ellinger Carr attorneys offer the sophistication of large firms and corporate law expertise, while prioritizing the unique goals and objectives of our clients.

Our firm’s lawyers, paralegals and staff

have extensive experience in low-income housing tax credit (“LIHTC”) and other tax credit transactions, and with debt financing under HOME loan regulations, Federal Home Loan Bank financing, municipal bond financing of affordable housing, community development block grants, legislation, procurement, RAD and HOPE VI.

Complex transactional matters

including HUD financing sources such as Section 202 financing in Mixed-Use financing. Our work involves both federal and state tax credits, local grants and loans, as well as other state and federal financing sources of affordable housing and community development.

New money and refunding transactions

for housing development and housing bond financing. We have served as issuer’s counsel, bond counsel, developer’s counsel and underwriter’s counsel in these transactions, and we have also served as credit enhancer counsel, disclosure counsel, purchaser counsel and trustee’s counsel. Our work includes both governmental and private activity bond issues.

of legal seminars for Housing Authority lawyers, Commissioners and Housing Authority executive directors and officials with the Carolinas Council of Housing Redevelopment & Codes Officials (“CCHRCO”). Susan Ellinger has served as CCHRCO’s general counsel and legal advisor for many years, including leadership at meetings of the Southeastern Regional Council (“SERC”) of the National Association of Housing and Redevelopment Officials (“NAHRO”), and the Affordable Housing and Community Development Law Forum of the American Bar Association.
